Kokua Line: Can Turo cars park at Honolulu airport?

Question: I’m writing to ask for clarification regarding whether Turo rental vehicles are permitted to be stored or staged in the International Parking Structure at Daniel K. Inouye International Airport. I have noticed what appears to be a significant number of Turo rental vehicles occupying parking spaces in the structure. Given the demand for airport parking, I’m concerned that vehicles being stored there for commercial rental purposes may be taking up valuable spaces intended for airport passengers … . I have also observed individuals who appear to be Turo operators or vendors actively washing, cleaning and preparing rental vehicles inside the parking garage. Are Turo rental vehicles permitted to be stored or staged in the IPS while awaiting customers? Are Turo operators permitted to wash, clean, detail, or otherwise service vehicles inside the parking structure? If these activities are not permitted, which airport department should they be reported to? I would appreciate clarification on the policy regarding these activities and whether there are specific rules governing peer-to-peer rental vehicles operating from HNL parking facilities.
