Kokua Line: Can motorcycle and car share lane in Hawaii?

Question: I always thought that it was illegal in the state of Hawaii for motorcycles to drive between lanes of traffic. I think it’s called lane splitting or lane filtering. I have seen this quite often, especially on the freeways during heavy traffic hours. Also if a motorcycle was driving between lanes and collided with a car changing lanes who is at fault?
