There’s a proverb that says, “fool me once, shame on you; fool me twice, shame on me.” Back in the days leading up to WWll, basing a major military force at Pearl Harbor was considered wise. That mistaken belief encouraged the creation of an “invincible” U.S. Pacific Fleet, which saw an unprecedented buildup of naval forces at Pearl Harbor. The rest, as they say, is history. Rather than serve to deter an attack, the strategy backfired and made Pearl Harbor an irresistible target.
