Column: Consider all aspects of permitting woes

A recent Honolulu Star-Advertiser editorial concludes that a principal obstacle to Bill 7’s success is the city Department of Planning and Permitting (DPP), citing a University of Hawaii Economic Research Organization (UHERO) draft study reporting median permit processing times of 518 to 1,000 days. It further suggests DPP should give higher priority to projects applying under Bill 7, a city law that aims to incentivize affordable rentals on small apartment-zoned lots (“Bolster effort to boost home supply,” Our View, July 14).
