The Hawaii Department of Transportation (HDOT) just took an important step in satisfying the state’s commitments under last year’s landmark settlement agreement with the youth plaintiffs in Navahine v. Hawaii Department of Transportation. Late last month, HDOT released a draft of its Hawaii Energy Security and Waste Reduction Plan, which aims to eliminate greenhouse gas emissions in the state’s transportation system. The plan identifies priority actions needed to reduce emissions in all transportation sectors — aviation, marine and ground.
