The arrest of 44 migrant workers from Hawaii Care and Cleaning in Lihue, Kauai, last month raised serious concern across migrant communities, grassroots organizations and service providers in the state about employer and interagency collaboration between Immigration & Customs Enforcement (ICE), Department of Homeland Security (DHS) and other federal agencies.
