Editorial: Add jobs, homes to grow voucher value

More money, same problems: Federal spending to subsidize low-income rental housing in Hawaii more than tripled between 2003 and 2024, but rents also rose rapidly and inflation cut into the subsidies’ value. That’s a well-documented reality that adds to the case for adding more housing, as opposed to spending more on what little there is.
