Editorial: City makes headway on homeless encampments, but much more to accomplish

Honolulu’s approach to homelessness is evolving — and the city is taking a harder line on camping. In recent days, the city’s focus turned to the rim of the Ala Wai Golf Course, where homeless encampments have come and gone for years: Signs identifying the grassy outer area as a “park” have been removed and replaced with signs stating that the area is private property, under the jurisdiction of the city Department of Enterprise Services — and trespassing is not allowed.
