Editorial: City must build on BID expansion

Funded by a levy on property owners within its boundaries, the expanded Business Improvement District (BID) will be bigger; it must also be more effective than the Fort Street improvement district it replaces. There is plenty of room for more visitors and economic revitalization in the area: It has long appeared rundown, occasionally feels dangerous and often smells like it needs a good scrub-down, despite being surrounded by offices and banks representing a major segment of Hawaii’s business dealings and wealth.
