The city’s Crisis Outreach Response and Engagement (CORE) program, created in 2021 as an alternative to police and ambulance response for street people in distress, has fulfilled one part of its mission well: It has eased the burden on police and reduced transport to emergency rooms in responding to calls, transferring initial triage to a specialized team of EMTs and community health workers.
