Editorial: Council home bills counterproductive

Honolulu City Council members are considering two new bills that essentially stifle incentives for both small- and big-time developers of housing for low- and middle-income residents — an ill-timed effort that comes at a particularly crucial point in the city’s drive to ramp up home-building activity ­— and another to increase demand.
