Editorial: COVID relief audit shows gaps in plan

The Honolulu auditor’s report on the city administration’s handling of $386 million-plus in American Rescue Plan Act (ARPA) pandemic relief money most assuredly does not give city officials a “pass.” Criticism centers on multiple pivots away from plans developed in 2021 for allocating aid money, as a 2024 deadline to distribute the funds loomed closer, and it’s clearly documented that the city did not communicate adequately with the public as it changed priorities.
