Editorial: Dam scare reveals need to improve

The worst of the Kona-low storm passed with the weekend — though the truly worst part is that such storms are not as rare events as they once were. This means power outages and, most distressingly of all, catastrophic flooding are looming larger on Hawaii’s disaster horizon.
