The Honolulu Police Commission made its choice on Wednesday: David Lazar, a 33-year veteran of the San Francisco Police Department who rose to be SFPD assistant chief, will be Honolulu’s next top cop, managing more than 2,000 officers and civilian personnel, and an annual budget above $350 million.
