Editorial: HPD tumult calls for stable change

It’s a fraught time for the Honolulu Police Department (HPD) which, since the start of June, has grappled with tumult from the loss of its chief and the political intrigue that followed. This on top of ongoing staff shortages, a brief spike in shooting crimes and renewed pushback over police scanner access.
