Editorial: Keep eye on Army lease directive

In high-stakes negotiations, any major aspect that is taken off the table can be just as significant as what stays on. As the Army seeks renewal of Hawaii land leases that expire in 2029, removing the option of land seizure via eminent domain — far-fetched as that might be — would certainly be a plus for all stakeholders.
