Editorial: Land stewardship law holds promise

Partnerships between the state and community organizations to protect and care for public areas exist in Hawaii, but a clear legal framework to allow longterm stewardship has been missing — until last Wednesday, when Gov. Josh Green signed House Bill 2218 into law.
