Editorial: Liability cap must benefit residents

The deadly Lahaina fire of August 2023 was a traumatic, catastrophic event, taking more than 100 lives and causing losses that can never be replaced. In its wake, statewide weaknesses in disaster prevention and preparedness were exposed that must not be allowed to stand: It’s critical to continuously assess and address these flaws across every aspect of disaster preparation, from fire and flood prevention to economic safeguards.
