Editorial: State must grab axis deer herds by antlers

Here we are again: Hawaii is under its 23rd proclamation and well into its fourth year of “emergency as a result of emergency conditions caused by the overpopulation of axis deer in the County of Maui,” as declared by Gov. Josh Green.
