No one wants to drink or bathe in contaminated or toxic water — but if waste is not treated properly, illness-causing bacteria and other pathogens can proliferate, contaminating the waters that sustain us. County, state and federal governments all recognize this — and yet Hawaii has allowed sewage treatment systems, once built, to deteriorate, and a multitude of cesspools to continue operating.
