Hawaii has struggled for many years to confront the reality of a deteriorating corrections system that barely manages the prison population it has. It’s a vexing situation, mandates coming from all directions: Upgrade facilities to stem overcrowding, keep the general population safe from the most hardened criminals and prepare those less hardened to rejoin society, as most eventually do.
