Kokua Line: Do we still report coconut rhinoceros beetles on Oahu?

Question: I live in Makiki. Yesterday morning I found a rhinoceros beetle slowly crawling on my lanai. I have no coco palm trees in my yard and I haven’t brought in any soil or compost to my yard for years. Who should I contact to report this finding? Will they want to investigate my yard? By the way, I have a papaya tree that was full of papayas and then suddenly it stopped growing and the top of it died. I’m worried that perhaps the tree may have been killed by the beetles as I have never seen this happen in the 50 years I have lived in my house. I have heard the beetles are now even infesting hala trees and killing them too!
