Kokua Line: Does Honolulu airport shuttle run on set schedule?

Question: Does the Wiki Wiki shuttle at HNL operate on a schedule or is it just “if you happen to get lucky there might be one when you need it”? I often arrive at gate C, which is way out and there’s rarely a shuttle bus when my plane lands. Are they supposed to meet planes when they arrive? How exactly do they operate? Do they follow a schedule?
