Kokua Line: Does Parks & Rec respond to HNL 311 complaints?

Question: Just wondering if many readers have tried to use the HNL 311 site to report park problems and gotten any response? On July 6, I posted that the water sprinklers at Ka­wainui Neighborhood Park next to the Kawainui Canal were going off from 2 p.m. in the middle of the day, wasting water since it evaporates quickly when it’s hot. Nothing was done to adjust the time and on July 21 the sprinklers were going off full blast for over an hour-and-a-half after we had heavy rain the night before. The City and County asks residents to conserve water by using sprinklers early morning or at night. So why are they wasting hundreds of gallons of water each day? I got notifications from HNL 311 that my complaints were received — but no action taken.
