Kokua Line: Is random call from health survey legit?

Question: I received calls from an unknown number (808-528-4050) claiming to contact random numbers to conduct a survey on behalf of the state Health Department. I eventually participated in a 20-minute survey on health-related questions. While they were general in nature, as a senior citizen I became concerned of a possible scam. Was this legitimate?
