Kokua Line: Is there a combo EV/handicap license plate?

Question: I qualify for both EV and handicap license plates. The DMV tells me there is no such thing as a combo EV/handicap plate and I have to choose one or the other. There used to be significant parking discounts with EV plates so I would choose EV plates to take advantage of that perk, but that is no longer the case. The only advantage to having an EV plate now is access to HOV lanes with only one person in the car, as far as I can tell. They do give you one handicap placard that you can hang on your mirror, but they only allow one. If you use your one handicap placard to park at the airport, then you do not have one to take on your trip and use with your rental car. My question is: Can you use the HOV lane with one person on board if you have an electric vehicle with a handicap plate rather than an EV plate? Then I can park at the airport with my handicap plates, and take the placard with me on my trip.
