Kokua Line: When can we apply for Preschool Open Doors?

Question: Regarding Preschool Open Doors (808ne.ws/4doBBjF), since the application isn’t open yet how will they get everyone processed in time for July enrollment? Without subsidies POD parents won’t be able to enroll their children; this will hurt families and also preschools. Will they waive a new application for preschoolers already in the program?
