Letter: Don’t make primaries solely about tax cuts

Voters may be upset by House Bill 2306 and its companion, Senate Bill 3125, to defer tax cuts as proposed by Gov. Josh Green — but this is necessary in light of cuts to federal funds for Hawaii programs.
