Letter: Enforce HOV rules and save time for everyone

I am writing this to ask about high-occupancy vehicle (HOV) lane rules and enforcement. HOV lanes require a minimum of two occupants per vehicle during restricted hours. I acknowledge that certain vehicle types, including buses and emergency vehicles, are exempt. I further acknowledge the recent expiration of a federal code that ended exemptions for single- occupant electric vehicles.
