Letter: Find creative alternative waste disposal problem

I must be missing something. Are we sure that finding another dump site is the only answer? As I understand it,​ H-Power cannot accept certain waste requiring special handling, such as hazardous materials or construction waste. Is there a way to facilitate processing of construction waste? As a former construction worker, I know most of that material can be burned. Is H-Power unable to be modified?
