The proposed collaboration or merger between Hawaii Pacific Health and HMSA is often viewed and evaluated in terms of impacts on consumers, physicians and finances. However, with the increase in natural disasters hitting Hawaii, criteria relating to services to the most vulnerable during storms should be added.
