Letter: Lapsed car registration, safety checks a problem

Here on Maui, and I suspect in all of Hawaii, the vehicle registration system is breaking. More and more vehicles on the road are running with expired registrations and safety checks. This is likely due to the cost of insurance, which means we have an increasing number of vehicles out on the roads with no insurance. We all know where that goes when there is an accident.
