Letter: Pass carbon cashback to offset Trump damage

It is now more urgent than ever for Hawaii and other states to act to reduce polluting greenhouse gas emissions. The Trump administration has revoked the federal “endangerment finding,” which has been the legal basis for the Environmental Protection Agency’s efforts to limit greenhouse gas pollution from vehicles, oil refineries and factories.
