Like Simon and Garfunkel sang in their 1970 hit song, City Council District 4 voters have metaphorically built a “bridge over troubled water” to a new beginning. With the victories of Trevor Ozawa and Tara Malia Gregory, who will advance to the Nov. 3 general election, the tenure of Council member Tommy Waters will finally end.
