Letter: Waters, elections office cause Council-race chaos

According to the Honolulu City Charter, Section 3-102, no person shall be elected to the office of City Council member for more than two consecutive four-year terms. What part of this charter does Council Chair Tommy Waters not understand? Chair Waters has filed an appeal after a judge ruled he is ineligible for a third consecutive term.
