Yes, there still was a partial federal government shutdown going on — from Feb. 14 until Thursday, when Congress finally passed a bill to fully fund the Department of Homeland Security. The main obstacle had involved funding for two controversial DHS entities — Immigration and Customs Enforcement, and Border Patrol — but paycheck money was also running out for the Transportation Security Administration, Secret Service, FEMA disaster relief and Coast Guard operations.
