In a political show of respect and cooperation, Gov. Josh Green and Army Secretary Dan Driscoll have signed a nonbinding “framework” staking out broad principles as the two sides seek a mutually beneficially future for training-land leases set to expire in 2029. The framework’s main pillars: considering options to return some land to the state, exploring ways to clean up unexploded ordnance, improving environmental stewardship and seeking potential federal support for housing, infrastructure and energy here.
