“Food insecurity” spiked nationwide when the government shutdown put a hold on distribution of federal food aid through SNAP. But SNAP recipients aren’t the only ones finding it difficult — or impossible — to cover the costs of food for their household. A second annual survey of Hawaii households found that a troubling 48% of island families are either food insecure (finding it difficult to make ends meet), or are actually faced with choosing between food, housing or health care.
