President Donald Trump’s administration is working to make voting harder again — demanding states document safeguards against noncitizens voting, turn over voter rolls and use specific ballot envelopes. A U.S. Postal Service plan to impound ballots in noncompliant states (including Hawaii) was rejected in federal court, but some Hawaii legislators think the state needs a “contingency plan.”
