President Donald Trump’s orders sending National Guard troops into cities where the state’s elected leaders oppose it have been kiboshed by the U.S. Supreme Court, at least temporarily. The court ruled Dec. 23 that a domestic emergency must require call-up of the military first (and there’s a high bar for this), and the Guard can be called in only if the regular military is “unable.”
