State Supreme Court to expedite Waters’ appeal

The Hawaii Supreme Court has agreed to take up and expedite Hono­-lulu City Council Chair Tommy Waters’ appeal of a ruling that found him ineligible to seek a third consecutive term, as six state judges and two justices — including newly ­installed Hawaii Supreme Court Chief Justice Vladimir Devens — recused themselves.
